Buckhannon July 25th 1861. By courier from Westin to Gen Rosecrans Sir- Upon recommendation of Col Withers & several other prominent union men of this town I have through Lieut Hoban taken possession of the records of the circuit and county courts of this county, it having been represented to me that the evidence of indebtedness towards union men would probably be destroyed- General may I respectfully suggest that Gov [page 2] Pierpoint [Francis H.
