Pierpont] Wheeling June 30 1862 By Telegraph from New York 30 1862 Private & confidential in View of the present State of military movements & the difficult condition of our efficient forces in the field revolting from the usual & unavoidable casualties of the Service together with the large numbers required to garrison the numerous cities & military positions that have been captured as well as to protect avenues of Supply in the enemy's country it is proposed to addup a memorial to Presdent today to be Signed by all the governors of the Loyal States & some other officials of the country requesting him at once to call upon the Several Loyal States for such Numbers of [page 2] men as may be required to fill up all organizations in the field & add Such increased number of men to the army heretofore authorized as may in his Judgement be necessary to Speedily crush this rebellion & restore one Government the Decisive moment to act[crossed out] accomplish this end it is believed has arrived Shall we add your name to the memorial answer immediately ED Morgan Gov NY AG Curtin Gov Penna 173G356pd
