Col Frost informs me by telegraph the advance of rebel cavalry is within twenty 20 miles of Parkersburg what has been done in Ohio by Genl Cox or Genl Burnside for the safety of Parkersburg and the Kanawha Valley? three 3 regiments of infantry & one 1 regiment of cavalry are on the way from Harper's Ferry to Grafton to enable me to reoccupy Beverly Buckhannon and Sutton and to reestablish forts and hold the country against further or renewed raids want of supplies cavalry and transportation and the impassible condition of all roads except to Cavalry and infantry prevent my doing anything to pursue attack of cut off the retreat of the rebel forces they will escape unless cut off by Milroys & Scammons forces the incessant rains of the last four days have rendered the roads impassible to wagons or artillery.
