I have about eight hundred 800 serviceable muskets with Bayonets taken from the enemy they are at your disposal for the purpose you mentioned. I would suggest the sending of some reliable Officer as agent to the Valley to act for you in the formation of companies of Union Home guards issuing commissions and arms & = numbers are anxious [page 2] to join in Fayette Kanawha & Nicholas counties as well as below some regular organizing should exist before issuing the muskets.
