Sir the following has this day been issued ordered first that a draft of three thousand[crossed out] hundred thousand men be immediately called into the service of the united states to serve for nine 9 months unless sooner discharged the secretary of war will assign the quota's to the states and establish regulations for the drafts that's if any state shall not by the 18th of august furnish [page 2](Conlusion from part 1st) Wheeling Aug 1862. the quota of the additional three hundred thousand vol's authorized by Law the deficiency of volunteers in states will also be made up by special drafts from the militia the secretary of war will establish regulations for that purpose Instructions will be sent in a few day's the whole number of troops sent by the several states will be estimated [page 3](conclusion from part 2cd) Wheeling Aug 1862 and appointed & any supplies furnished by a state above its proportionate will be credited to that draft By order of Secy of War C.P.
