Since I recognize you as the Governor of Virginia it devolves on you to appoint officers for the Regiment mustered into the US Service. The second & third Regiments are nearly formed & appointments required I suggest that elections of men be respected for company officers & that the best me you can find be selected for the field officers. The order of the president for three years volunteers does not recognize right of election, but leaves appointments of officers with Governor of the state.
